Professional Experience
As the Founding and Managing Partner at Tsibouris & Associates, LLC, Dino focuses his practice on information privacy and security, technology acquisition, and financial services regulation. His experience includes implementation of artificial intelligence (AI), drafting Software-as-a-Service (SaaS) agreements, website terms of use, company privacy policies, and software licenses.

He was previously an attorney with Thompson Hine LLP and served as Vice President and Counsel for eCommerce and Technology at Bank One Corporation (now JPMorgan Chase).
Dino’s work in financial services regulation has included advising banks, credit unions, and insurance companies on banking law, online insurance sales and servicing, electronic payments, cryptocurrency and blockchain matters, multistate licensing, student lending, and payment card association regulations.

Additionally, he has extensive experience advising clients on information privacy and data protection matters at the state, federal, and international levels. His familiarity with key federal laws includes the Gramm-Leach-Bliley Act (GLBA), the FTC Act, the Telephone Consumer Protection Act (TCPA), the CAN-SPAM Act, the Fair Credit Reporting Act (FCRA), the Fair and Accurate Credit Transactions Act (FACTA), Heath Insurance Portability and Accountability Act (HIPAA), Health Information Technology for Economic and Clinical Health Act (HITECH), California Consumer Privacy Act (CCPA), and equivalent state privacy laws. He has helped clients develop and maintain privacy and compliance programs and assess the impact of emerging technologies on privacy and data protection obligations.
Dino has also assisted companies with information security matters in accordance with NIST and ISO standards, data breach preparedness and notification, and interactions with regulators and law enforcement.

Throughout his career, Dino has worked extensively with emerging and innovative technologies, including artificial intelligence, data analytics, drone technology, software-augmented glasses, and electric vehicle charging infrastructure.
​
He regularly conducts presentations on the legal aspects of artificial intelligence, information privacy and security issues, and financial services regulation. He has earned recognition in Best Lawyers in America® for his work in Information Technology Law.
